The B550M-A II isn't an amazing board, and for a 5700X I feel like there are some better options for not much more, and I chose the B550M Pro-VC WiFi. I also changed out the SSD to save $40, assuming that the one you chose jumped up in price recently. For the same price, I swapped the PSU out for the MSI A550BN.

This is a really nice low cost Mirco ATX build without a GPU, and the CPU has great integrated graphics and it will be able to run CPU heavy games

This should set you up with a pretty solid gaming machine. The windows licence is OEM, which you can upgrade to a retail license for ~$30. The only difference is that retail licenses are transferable vs OEM which locks onto the platform it's installed onto.

You'd have to assemble the case yourself. Should be in your budget.

Although slightly outside your budget, this laptop has top of the line specs with a graphics card that can draw full power (17 watts) from the system a very fast CPU. There is plenty of RAM and storage space. Battery life is not great when playing games but it will give you the best performance of any portable system when plugged in.
